Ms. Atkins began with the Human Resources Department before moving over to Newberry County Building and Zoning Department as administrative coordinator.

Ms. Vina Abrams has served faithfully for many years on the Central Midlands Council of Government, representing Newberry County residents. Thanks to her dedication to Newberry County, and working to improve the lives of its residents, she has been continuously reappointed to the Central Midlands Council of Government.
During her tenure, Ms. Abrams served as the chair in 2011-13 and vice-chair 2009-11.
Newberry County proudly recognized Ms. Abrams for her dedicated service on May 21. 2025, and would like to extend a heartfelt thank you to her for her dedicated service to Newberry County!

One of Newberry County’s favorite traditions is the annual Memorial Day Ceremony that honors local veterans that have passed away in the past year. This year’s ceremony took place at the Edward Kyzer Firehouse Conference Center and with a lot of hard work from all the organizations that help put this program on, there were over 100 people in attendance!

Newberry County Council had the opportunity to recognize two employees during their meeting on May 21!
Richard “Rick” Farmer was recognized for 10 years with Newberry County as the economic development director. Here is what County Administrator Jeff Shacker said of Mr. Farmer:
“He came to Newberry by way of a varied background — from retail work to driving a tractor-trailer, to working for several newspapers in South Carolina.
“Rick worked for the Richland Northeast Weekly, the Fort Jackson Leader, the Clinton Chronicle, the Index Journal in Greenwood, and the Sumter Item.
"In 1998, he joined the Sumter Development Board. He held many positions with the Development Board as he gained experience in economic development, he excelled in those positions and rapidly advanced.
“Since joining the county 10 years ago, Rick has led a successful economic development and business recruitment effort here in Newberry. The largest announcement during his tenure was Samsung in 2017. There have been many, many other significant investments made in Newberry County during his tenure. We’ve had a number of significant expansions as well - particularly in the past few years.”
Joseph “Les” Bickley was recognized for his 15 years with Newberry County Public Works. Here is what County Administrator Shacker said of Mr. Bickley:
“Les joined Newberry County Public Works Department in 2010 as a driver/operator. He gained proficiency on every piece of equipment in that department and quickly became one of our best drivers /haulers.
“When the role of sign manager came open – Les took on those additional duties, which he excelled at and did a great job of balancing with his driver/operator responsibilities. He also has since taken on maintenance duties at Newberry County Airport and is one of the most knowledgeable members of our staff.
“More recently, Les was promoted to the role of crew leader, and he will no doubt excel at that role.
“Les is dependable, dedicated, and plays an important role in our organization.”

Newberry County Council proudly recognized Isaías Meza during the May 21, 2025, meeting for being selected to join the prestigious 12U Barca Academy, a youth development program for FC Barcelona. This is one of the most successful and respected professional football clubs in the world!
Isaías will have the opportunity to travel abroad this summer and compete in historic stadiums. Additionally, Isaías recently represented the United States in a global soccer competition featuring over 2,000 participants form 50 teams and 23 countries – where he scored two remarkable goals, one against Japan and one against Luxembourg!
Congratulations to Isaías, you’ve made Newberry County very proud!
