During the Wednesday, September 17, 2025, Newberry County Council meeting, council proclaimed September 15-October 15, 2025, as National Hispanic Heritage Month in Newberry County, in recognition of the many important and positive contributions of Hispanic culture to our nation, state, and county!
Chairman Nick Shealy presented a copy of the Proclamation to Ms. Liz Rivera.
The proclamation reads as follows:
“WHEREAS, the County of Newberry encourages and promotes strong and inclusive communities that recognize and celebrate efforts to bring people together for a greater good; and,
“WHEREAS, the County of Newberry commemorates the strong and visible roots of Hispanic and Latino heritage in the national, regional, and local landscape of the nation; and,
“WHEREAS, September 15th to October 15th is National Hispanic Heritage Month and in which many federal agencies, such as the Library of Congress, National Park Service and Smithsonian Institution, join in paying tribute to the generations of Hispanic Americans who have positively influenced and enriched our nation and society; and,
“WHEREAS, the date September 15th is significant because it is the anniversary of independence for the Latin American countries of Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua and additionally Mexico and Chile celebrate their independence days on September 16th and 18th respectively; and,
“WHEREAS, Newberry County has many families representing different Hispanic cultures and traditions from Puerto Rico, Mexico, Guatemala, Honduras, Nicaragua, El Salvador, Chile, and other South American countries; and,
“WHEREAS, National Hispanic Heritage Month has been celebrated since 1989; and
“WHEREAS, the Hispanic community in Newberry County makes significant contributions to the cultural, educational, and economic vitality of Newberry County.
“NOW, THEREFORE, BE IT PROCLAIMED by the County Council of the County of Newberry that September 15th through October 15, 2025, shall be National Hispanic Heritage Month in Newberry County in recognition of the many important and positive contributions of Hispanic culture to our nation, state, and county.”

Newberry County Council had the pleasure of recognizing two employees for their years of service during the Wednesday, September 17, 2025, meeting.
Daniel Rossi was the first to be recognized for five years of service with the Newberry County Detention Center. He joined the department back in 2020 as a corrections officer, progressing through the ranks to where he now holds the position of sergeant over D-Shift.
Here is what County Administrator Jeff Shacker said of Mr. Rossi:
“Daniel is hard-working and has always been willing to help out on other shifts. He is a valued member of the staff at the detention center. I know how much Sheriff Lee Foster, Captain Daniel Floyd, and your colleagues appreciate you.
“Daniel is also an inspiration. He has performed at a high level at work while going through very difficult personal circumstances – including a very bad car accident and major surgeries. However, his calmness and his resiliency to never give up no matter the circumstances is impressive.”
Melinda Long was next to be recognized for 15 years of service at the Newberry County Auditor’s Office, who joined in 2010 as deputy auditor.
County Administrator Jeff Shacker said this of Ms. Long:
“Melinda is eager, dependable, and hard-working. County Auditor Donna Lominack told me the other day what an asset Melinda is to her office and to Newberry County.
“She is always willing to help others – whether it is the public or her colleagues within the Newberry County Auditor’s Office and her support of the employees in the office is unwavering and appreciated by them.
“Melinda is a professional who takes pride in her work and County Auditor Donna Lominack is honored to have her as an employee.”

During the most recent Newberry County Council meeting, Tommy Long, Newberry County Emergency Services director, and Brandon Wicker, Emergency Services coordinator, recognized the Fairview Fire Department and Lake Murray Rescue Squad as part of a new tradition Newberry County Council has initiated to recognize the volunteer departments!
Fairview Fire Department and Lake Murray Rescue Squad are each located in the Lake Murray Public Safety Complex, located at the northwest intersection of Macedonia Church Road and Seibert Road servicing the southern portion of Newberry County.
During their presentation, Mr. Long stated the Lake Murray Rescue Squad has an active membership consisting of 16 volunteer members with over 176 years of service, with the longest-serving member being active since 1993. Exceptional medical care is their primary focus, and they continually look for ways to improve service to the district.
Mr. Wicker recognized the Fairview Fire Department and stated that in addition to the main station on Seibert Road, there is also a substation on Ira Kinard Road. They currently have 26 members and responded to 149 calls in 2024. One of the members saved a citizen’s life in the aftermath of Hurricane Helene when a tree fell on their house.
Newberry County Council thanked the volunteers for their service, noting that they are the backbone of Newberry County.
